Rear Admiral Gary Best


The Rear Admiral was adjudged the best graduating student of the Standard Officers Course Number Nine (9) at the Colonel Ulric Pilgrim Officer Cadet School in 1981. He successfully completed his initial maritime training from 1981 to 1985 in the Brazilian Navy. He is fluent in
Portuguese.

As Commander Coast Guard during the period June 1994 to September 1999, he was responsible for the establishment of Coast Guard Law Enforcement Districts throughout Guyana, as well as the development of a Maritime Information System database.

Rear Admiral Best served as a strategic and long-range planner and principal Staff Officer in the Force, in the areas of intelligence, operations and training. He also served as the Colonel Administration and Quartering and as the Force’s Special Duties Legal Officer.

An avid pursuer of academic excellence, he holds a Bachelors Degree in Law from the University of Guyana and a Legal Education Certificate from the Hugh Wooding Law School in Trinidad and Tobago. In 2005, he was admitted to the Guyana Bar.  Additionally, in 2011, he earned a Master of Science Degree in International Relations from the University of the West Indies and is currently reading for a PhD in International Relations at that university. His area of research is Climate Change Financing.

During his distinguished career, the Rear Admiral received many decorations and awards including the Military Service Star – the highest national award for distinguished military service. He also received the Admiral Tamandare Merit Medal from Brazil and the Medal of Carobobo  from Venezuela.
