Chief of Defence Staff, Brigadier Omar Khan, MSS, today decorated outgoing French Defence Attaché to Guyana and Suriname, Lieutenant Colonel Jean-Marc Moulin, with the Military Efficiency Medal (MEM).
The MEM, Guyana’s third-highest military honour, was conferred on Lt Col Moulin in recognition of his exemplary service during the period 2nd August 2021 to 15th July 2025. The conferral of the medal was approved by His Excellency, President of the Cooperative Republic of Guyana and Commander-in-Chief of the Armed Forces, Dr Mohamed Irfaan Ali.
The medal was awarded during a brief ceremony held in the Executive Room of the Officers’ Mess at Base Camp Ayanganna. The honour is reserved for individuals who render valuable service beyond the normal call of duty and who significantly contribute to strengthening the GDF’s bilateral relationships with other militaries.
The occasion was graced by the senior command of the Force inclusive of Colonel General Staff, Captain (Coast Guard) Vernon Burnett, Director of the National Intelligence and Security Agency, Colonel Sheldon Howell and Adjutant General, Colonel Lloyd Souvenir and members of the Central Management Committee.
After decorating Lt Col Moulin with the medal, Brigadier Khan highlighted his strategic clarity, decisive engagement, and results-driven leadership. He noted that these qualities were instrumental in strengthening the operational partnership between the Guyana Defence Force and the French Armed Forces. He also credited Lt Col Moulin with expanding the scope of international cooperation through several key bilateral initiatives.
Lt Col Moulin expressed appreciation for the trust and support he received throughout his tenure. He reaffirmed his belief that the relationship between the two militaries will continue its current positive trajectory, driven by shared commitment and mutual respect.
