The Chief of Defence Staff, Brigadier Omar Khan, MSS, along with Officers and Ranks of the Guyana Defence Force, extends congratulations to Lieutenant Colonel (Ret’d) Dr. Collin Henry, MEM, on earning his Doctor of Philosophy in Biodiversity from the University of Guyana, an achievement that reflects his enduring commitment to scholarship, service, and national development.

Dr. Henry’s doctoral research, “Potential Social-Ecological Impacts of Oil Development on Mangrove Ecosystems in Essequibo Coastal Regions: Evaluate Guyana’s Oil Sector Governance Framework,” contributes valuable insight at a pivotal moment in Guyana’s expanding oil and gas landscape. His study critically examines governance structures, environmental risks, and community well-being, and proposes a strengthened governance framework to enhance transparency, environmental protection, and long-term sustainability.
His work underscores the vital role of mangroves in coastal defence, climate resilience, and community livelihoods. By analysing potential impacts of oil development in Regions 1 and 2 and evaluating global case studies, Dr. Henry offers evidence-based recommendations for improved legislation, clearer institutional responsibility, and enhanced oil spill preparedness.
Lieutenant Colonel (Ret’d) Dr. Henry’s academic achievement mirrors the discipline and dedication demonstrated throughout his more than 30 years of distinguished military service. Commissioned in 1989 after completing Standard Officers Course 20, he held key appointments including Officer Commanding Coastal Company, Commanding Officer Coast Guard Battalion, Commanding Officer Training Corps, Base Commander Base Camp Stephenson, Adjutant General, and Director of National Events at the Ministry of the Presidency. His exemplary service earned him the Military Efficiency Medal and the Border Defence Medal.
Even in retirement, Dr. Henry continues to serve the Guyana Defence Force as an embodied Reserve Officer and contributes nationally as the Biodiversity Coordinator at the Ministry of Natural Resources.
